Summary: Last December, the European Commission proposed a 15-month extension of anti-dumping measures regarding certain leather footwear from China and Vietnam; China acsuses the measures as protectionist and launches complaint at WTO. |

The original duties, which are 16.5% on Chinese shoes and 10% on Vietnamese shoes, were imposed in 2006. In 2009, as a response to European shoe industry needs, the Commission investigated to see whether the measures should continue after their normal expiry date, and found an extension of the measures to be justified.
The EU is a member of WTO since January 1995. The 27 member States of the EU are also WTO members in their own right, but EU is a single customs union with a single trade policy and tariff. China joined the Organization in December 2001.
The World Trade Organization (WTO) is a global international organization dealing with the rules of trade between nations, negotiated, signed and ratified in their parliaments. The Organisation rules allow members to enforce extra duties on import operations, when the articles in question cause damage to industry in own country, by means of lower selling prices than the production would cost at home. In case of need, WTO has competencies of settlement of disputes.
